Needed before this page can be written
- The per-view audit record on ballot inspection is bucket A and is the spine of this page.
- Retention is bucket C. The product keeps records through soft-delete and versioning, but no formal retention policy is implemented. State the legal requirement; do not state a product guarantee.
- Retention periods under §5125 need the current code text and attorney review.
- Do not imply a contested-election reconstruction workflow. There is no such feature (bucket B).
