Before writing
Pull each statute from the current code text — §5100 through §5145, and §5105, §5110, §5115, §5120, §5125 specifically. Davis-Stirling has been amended repeatedly in recent years, including on electronic voting and on quorum. Do not draft any of it from memory, from an older article, or from a competitor’s page.
Cite section numbers inline while drafting so the attorney pass has something concrete to check.
